A landmark independent inquiry into sexual violence in the Australian Defence Force is set to proceed, a year after the federal government committed to holding it.
The probe was one of many recommendations the government agreed to in the wake of last year's final report from the Royal Commission into Defence and Veteran Suicide.
Addressing the National Press Club 12 months after the government's response, Defence Personnel Minister Matt Keogh has unveiled details about the inquiry.
"There is no shying away from Defence still not getting this right," Mr Keogh said.
"Lots has been done but people — especially women — are still experiencing this behaviour. This is not acceptable."
The draft terms of reference of the inquiry have been released and detail the proposed scope of the probe.
It states the Defence and Veteran Services Commission (DVSC) will conduct the inquiry and will appoint an assistant commissioner.
It proposes 11 points of reference — including looking at how effective the military justice system is compared with civilian processes, perpetrator accountability and the underlying reasons why alleged victims are deterred from reporting.
The royal commission heard victims were often deterred from reporting for fear of being punished by their chain of command.
Many told the royal commission that after reporting, they were isolated and shunned, and some stated that their leaders weaponised the military's administrative or medical system to punish or discharge them.
Human Rights Commission to lead trauma research
Mr Keogh also said the Human Rights Commission — which will consult stakeholders on the terms of reference for the inquiry — would also lead research into the effects of military sexual trauma.
That report is expected to be completed by the end of next year.
It was also announced that from next week, if a defence member committed a sexual offence and was prosecuted in the military justice system, their conviction must be reported to civilian police.
"This means that personnel who commit civilian equivalent offences can no longer hide their conduct within the Military Justice System," Mr Keogh said.
Today's announcement comes in the wake of a slew of media reports highlighting the experiences of women in the military, and over a month since a class action against Defence was launched in the Federal Court.
The first hearing for the case against Defence was held this morning.
